I worked for a cell phone company and the ONLY site I know its really free without charging anything at all(just internet usage, of course) is: www.3gforfree.com
but you need to visit them from your cell phone for it to be free, if you do it on a computer, they charge you to be a member or something like it.
They also have thousands of graphics and games all for free.
